PURPOSE: A resource allocation apparatus and a method thereof capable of transmitting and receiving data in a broadband wireless communications system are provided to allocate the resource by using a PF(Proportional Fair) scheduling method. CONSTITUTION: A confirmation unit(230) confirms information about a mobile station. An estimation unit(240) estates information about priority calculation of the mobile station by using the information about the mobile station. A setup unit(250) sets up the weight value by using the information. An output unit(260) produces the priority by using the information required for the weight information and priority computation.
