<p><P>PROBLEM TO BE SOLVED: To provide an airbag and an airbag device achieving closing or small opening of a vent hole at an inflation initial stage of the airbag without using a tear seam and then, achieving opening or large opening of the vent hole when gas generation of an inflator is reduced or stopped. <P>SOLUTION: Inside of the airbag 10 is partitioned into a first chamber 1 on the side opposite to an occupant and a second chamber 2 on the occupant side by an inner panel 16. A lid body 60 covering the vent hole 20 is connected to the inner panel 16 by a tie member 70. At the inflation initial stage of the airbag 10 where internal pressure of the first chamber 1 is higher than internal pressure of the second chamber 2, the first chamber 1 is inflated and the inner panel 16 is tensed. This prevents separation of the lid body 60 from the vent hole 20 via the tie member 70. Then, when gas generation of the inflator 36 is reduced or stopped, the inner panel 16 is loosened.
