An illuminating device (12) is provided with a light source (17) and an optical member (15a), wherein: the optical member (15a) comprises a light-source superimposition section (DA), which is superimposed on a light-source disposition section (LA) where the light source (17) is placed; a light reflecting section (50) is formed at least in the light-source superimposition section (DA); and, in the optical member (50), if the maximum value and minimum value of the light reflectance are denoted as Rmax and Rmin, the maximum light reflectance (Rmax) is set to at least 40 % in the light-source superimposition section (DA), and the full width at half maximum (H), which correspond to a range between the points where the light reflectance is (Rmax + Rmin)/2, is set to 25 to 80 % of the width of a transmission area (TA) in the optical member (15a), the transmission area being a region therein that transmits light from the light source (17).</p>
