<p><P>PROBLEM TO BE SOLVED: To provide map data whose content can be easily changed while suppressing data size. <P>SOLUTION: The map data store, for each of the links of a road divided into link units, a link record representing the main attribute of the link, and a speed limit managing record representing the speed limit of the link. At this time, instead of collecting link records and speed limit managing records for each link, a data list wherein link records of each link are arrayed and a data list wherein speed limit managing records for each link are arrayed are created, that is, a data list collecting records of each link for each type of attributes about a plurality of types of attributes of links, is created.
