<p><P>PROBLEM TO BE SOLVED: To provide an information distribution system capable of selecting a communication path via which information can be transmitted from a server to a user most efficiently to improve the utilization efficiency of communication network resources. <P>SOLUTION: A plurality of time distribution servers perform time distribution to a packet relay network to establish time synchronization in a communication network.
