PROBLEM TO BE SOLVED: To provide a motion vector detector capable of improving detection accuracy of a motion vector.SOLUTION: The motion vector detector is configured to detect a motion vector when performing video coding. The motion vector detector includes: determination means for determining the presence/absence of a motion vector projected from a previous frame within a prediction block subjected to processing; start point setting means by which, in the case where the determination means determines the presence of the projected motion vector, a predictive motion vector is calculated from all projected motion vectors and set as a start point of motion search and in the case where the absence of the motion vector is determined, a zero vector is defined as the start point of the motion search; a motion search means which performs the motion search on the basis of the start point; evaluation value calculation means which calculates an evaluation value of an inter-screen prediction mode of the prediction block on the basis of a motion search result; and motion vector projection means which compares evaluation values and projects a motion vector of a prediction block that becomes a minimum evaluation value to a next frame subjected to the motion search.
