Disclosed are a velocity control device, a central management server, and a system and a method for controlling the velocity of a vehicle using the same. The system for controlling the velocity of a vehicle according to an embodiment of the present invention comprises: a central management server for generating a static velocity profile corresponding to a vehicle route using basic velocity information configured for a road section or a railroad section on the vehicle route and the traffic signal information of a signal unit placed on the vehicle route if information on the vehicle route is received; and a velocity control device for receiving the static velocity profile from the central management server, dividing the vehicle route into multiple sections depending on the static velocity profile, generating dynamic velocity information for each section using the static velocity profile, and controlling the velocity of a vehicle based on the generated dynamic velocity information.
