During setting of access rights, a management device: stores a database that associates access rights information, corresponding to access rights that use a terminal device and physically drive a drive device being a tangible object, and registered identification information corresponding to the object to which these access rights are applied; and outputs information indicating one of the pieces of registered identification information. A permission device receives and stores same. When access rights are being used, the terminal device outputs information indicating identification information and the permission device receives same. If the identification information corresponds to the registered identification information included in settings information, information indicating access rights use information required to use access rights is output. The terminal device receives the information indicating this access rights use information and outputs a drive signal corresponding to the access rights use information. The drive device, being the tangible object, is physically driven as a result of this drive signal.
