PROBLEM TO BE SOLVED: To provide a battery monitoring device and a battery monitoring method which receive a detection signal transmitted from a monitoring part detecting abnormality via one monitoring part and the other monitoring part connected to the control part and specifying an abnormal position on the basis of each received detection signal when the plurality of monitoring parts and a control part are annularly connected by a signal line.SOLUTION: In a battery monitoring device, a control part 3 receives a second detection signal transmitted from a monitoring part 10 having detected abnormality or receives the second detection signal subjected to a predetermined change by respective monitoring parts 10 having received the second detection signal from the other monitoring part 10 which is connected to the control part 3, and receives a third detection signal transmitted from the monitoring part 10 having detected the abnormality or the third detection signal subjected to the predetermined change by the respective monitoring parts 10 having received the third detection signal from one monitoring part 10, and the abnormal position is specified based on the second detection signal and the third detection signal. |
