VIDEO CODING DEVICE AND VIDEO CODING METHOD

PROBLEM TO BE SOLVED: To provide a video coding device which improves coding efficiency without increasing throughput.SOLUTION: A video coding device comprises: a division part for dividing a coding target picture into coding units (basic CU) to output the coding target picture; a prediction processing part for performing intra-frame prediction or inter-frame prediction with respect to each prediction unit (basic PU) having the size not exceeding the size of the basic CU; a difference operation part for performing difference operation between the created prediction image and an image corresponding to a prediction image of the coding target picture to create a difference image; a residual coding part for performing orthogonal transform and quantized processing on the created difference image to create a residual coefficient; an integration part for integrating a plurality of basic CUs included in an integrated region as new one CU; and a code string creation part for performing variable-length coding and arithmetic coding on coding information set for the integrated CU and the residual coefficient relevant to the basic CU to create a code string for the integrated new CU.
