The present invention relates to a noise removing device including a noise removing unit (200) which removes noise in an input image according to the noise level (NLV) of the input image measured by a noise measuring unit (100). The noise removing unit (200) includes: a space area filter (210) which calculates the similarity of adjacent pixels to determine an edge level by using the calculated similarity, uses an average filter when the NLV is high based on the determined edge level, uses a hybrid median filter when the NLV has an intermediate value, and outputs the original input image through an output unit in the original form when the NLV is low; and a time area filter (220) which receives the image output from the space area filter (210) to remove the noise in the image by using a previous frame.
