The present invention includes: a location sensor part which is installed to working clothes and checks the location of a worker; a data storing part which stores the map data of a corresponding offshore plant and stores the manpower information data of workers residing in the offshore plant; a monitor part which outputs the location of the worker and the map of the offshore plant stored in the data storage part on a screen; and a control part which wirelessly communicates with the location sensor part, interlinks with the data storage part and the monitor part, and controls the screen output of the monitor part. The present invention copes with a harmful saturation by checking the safety of the workers in real time, prevents the generation of accidents in advance, and checks and manages the health of the worker. Therefore, the disease of the worker can be prevented, and the quality of life and the health of the worker can be improved. A working environment is greatly improved.
