PROBLEM TO BE SOLVED: To provide a method for manufacturing a rigid foamed synthetic resin wherein the solubility of a foaming agent into polyols is improved. SOLUTION: The method for manufacturing a rigid foamed synthetic resin comprising reacting a polyol composition with a polyisocyanate compound in the presence of a foaming agent, a foam stabilizer and a catalyst, is characterized in that water and carbon dioxide are used as the foaming agent and the above polyol composition used is a polyol composition containing 50% by mass or more of the following polyol (A). The polyol (A) is a polyoxyalkylene polyol having the mean functional group number of 2-5 and having a hydroxyl value of 300-760 mg KOH/g and having no aromatic ring and also having in the oxyalkylene groups constituting the polyol (A) a content of the oxyalkylene group having the number of carbons of 3 or more of 90% by mass or more.
