A device and a method of measuring internal quality of fruits or vegetables are provided to perform high speed and high precision quality estimation of various fruits or vegetables. A device of measuring internal quality of fruits or vegetables includes a conveyance device, a transmissive device(103), a light receiving device(120), a signal processing circuit, a first memory circuit, a determination circuit, and a compensation circuit. The conveyance device conveys the fruits or vegetables in a predetermined direction. The transmissive device transmits light having a predetermined frequency band to the conveyed fruits and vegetables. The light receiving device receives the light passed through the fruits and vegetables. The signal processing circuit converts the transmitted light at predetermined time intervals. The first memory circuit stores a predetermined number of strength data. The determination circuit sequentially compares the strength data. The compensation circuit compensates the strength data by using another strength data.
