PROBLEM TO BE SOLVED: To provide a scene change detection method which can make a determination close to human's subjective characteristics. SOLUTION: HLS converters 2a, 2b convert a video signal to an HLS color space information containing hue, chroma and brightness. A brightness signal histogram comparison part 5 compares brightness signal histograms between an reference frame and a frame continued from the reference frame. A hue signal histogram comparison part 6 compares hue signal histograms between the reference frame the frame continued from the reference frame.
