PROBLEM TO BE SOLVED: To provide a transfer belt conveying device that suppresses deviation and meander of a transfer belt and prevents damage to the transfer belt in an early stage, in an image forming apparatus. SOLUTION: The belt conveying device conveys the sheet-like belt 4 by means of a drive roller 7 and an idle roller 6, wherein spiral friction layer 12 that is bilaterally-symmetrical, is formed on the circumferential face of at least one of the rollers from a material that causes high frictional force between the material and the belt.
