PROBLEM TO BE SOLVED: To provide a flow rate control value of a pump assuring a drain flow rate even when a spool moving amount is small. SOLUTION: When a drain hole is changed from a closed state to an opened state, a point on the outer edge of the drain hole that will be opened first is made to be a drain starting point, a half of the maximum diameter of the drain hole is made to be a value r. When the drain hole is changed from the closed state to the opened state, a direction in which the spool moves is made to be an opening direction. A point of a distance r from the drain starting point in the opening direction is made to be a point (A). Points on a circle of a radius of r having a center at the point (A), and in 45°angle directions on both sides of a line connecting the point (A) and the drain starting point are made to be points (B1) and (B2), respectively.
