PROBLEM TO BE SOLVED: To provide a clock skew measuring apparatus and method capable of measuring a skew between clocks in a shorter time than the prior art and also measuring a skew between clocks of different frequencies.

SOLUTION: The apparatus for estimating occurrence probability of peak-to-peak values in clock skews among a plurality of clock signals under test includes: a clock skew estimator for estimating clock skew sequences among the plurality of clock signals under test; and a probability estimator for determining and outputting the occurrence probability of the peak-to-peak values in the clock skews among the plurality of clock signals under test based on the clock skew sequences.
