PROBLEM TO BE SOLVED: To provide a controller of an internal combustion engine enabling both the improvement of combustibility and the premature warmup of catalyst to be well made compatible with each other when the engine is cool. SOLUTION: This controller comprises a mechanical compression ratio set part and an exhausting timing set part. The mechanical compression set part so sets a mechanical compression ratio that the mechanical compression ratio during the warmup of catalyst is higher than that after the warmup. The exhausting timing set part so sets the operating timing of the exhaust valve that the valve opening timing of the exhaust valve during the warmup of catalyst is advanced from that after the warmup and retarded from the bottom dead center of exhaust.
