<p><P>PROBLEM TO BE SOLVED: To provide a power transmission system that enables prevention of leakage of undesired electric fields from occurring by arranging a passive electrode so as to surround an active electrode, thereby relaxing constraint of electrode shape. <P>SOLUTION: An power transmission device or a power receiving device includes a columnar part and a first cylindrical part surrounding the columnar part. The power transmission device or the power receiving device includes a second cylindrical part, which can be placed between the columnar part and the first cylindrical part. Active electrodes or passive electrodes are formed to face each other along the vicinity of the outer surface of the columnar part and the vicinity of the inner surface of the second cylindrical part. Further, active electrodes or passive electrodes are formed to face each other along the vicinity of the inner surface of the first cylindrical part and the vicinity of the outer surface of the second cylindrical part.
