The present application provides a method and an apparatus for indicating and determining a service route. The method comprises: an RAN device in a 3GPP network determining a default load transfer policy of a user equipment (UE), and delivering an default load transfer policy indication to the UE; and the UE receiving the default load transfer policy indication delivered by the radio access network device, and determining a service route according to the default load transfer policy indication when a service is initiated. The present application can reduce unnecessary load transfer auxiliary information, thereby reducing signaling overheads and an interruption delay and improving the user experience.
