Disclosed are an image processing device and method which make it possible to perform quantization or inverse quantization that is more suitable for the contents of images. A reversible decoding unit (202) decodes encryption data that is read out from a storage buffer (201) at a predetermined timing. A sub-macro block inverse quantization unit (221) uses quantization parameters supplied from an inverse quantization unit (203) to obtain a quantization value for each sub-macro block, and returns said quantization values to the inverse quantization unit (203). The inverse quantization unit (203) uses the quantization values for each sub-macro block supplied from the sub-macro block inverse quantization unit (221) to inversely quantize quantization coefficients obtained by decoding performed by the reversible decoding unit (202).
