PROBLEM TO BE SOLVED: To provide a system and a device which allow for more efficient power reduction, by maintaining a low power consumption mode for a period longer than that of a low power consumption mode of a conventional ONU(Optical Network Unit: home optical transmission terminator).SOLUTION: In a PON(Passive Optical Network) system consisting of at least one OLT(Optical Line Terminal: station side optical transmission terminator) 2 and one or more ONU, the OLT2 includes a low power consumption mode function for changing the queue length of each user based on the traffic statistical information of each user, and further changing the low power consumption mode threshold of each user. Furthermore, the OLT2 includes a scheduler operation function for changing the scheduler operation, and transmitting the data destined for each ONU collectively.
