A method for manufacturing a titanium plate according to the present invention comprises: a first hot rolling step conducted at a first temperature; a second hot rolling step conducted at a second temperature; and a third hot rolling step conducted at a third temperature, wherein the second temperature is a temperature such that the fraction of phase beta is 50% or smaller on a titanium phase diagram.
