PROBLEM TO BE SOLVED: To increase the opportunity to perform filter regeneration.SOLUTION: An exhaust emission control device of an internal combustion engine includes: a filter; a catalyst having an oxidation function at the upstream of the filter; a valve timing changing device; an in-passage fuel injection valve for injecting fuel to the inside of an intake passage; an in-cylinder fuel injection valve for injecting fuel to the inside of a cylinder; and a supercharger. The control device includes a controller for increasing a ratio of an amount of fuel injected from the in-passage fuel injection valve if all of the following conditions are met: (1) a PM amount collected on the filter is equal to or more than a predetermined amount; (2) a temperature in the filter is lower than a predetermined temperature; (3) a pressure in the intake passage of the internal combustion engine is higher than that in an exhaust passage; and (4) valve overlapping occurs.
