PROBLEM TO BE SOLVED: To effectively utilize a minute helical structure (helical structure base).SOLUTION: The electromagnetic wave absorber is manufactured by curing a resin in a state where orientation is controlled by applying an external force to each of electromagnetic wave absorbing materials in a suspension liquid of a plurality of electromagnetic wave absorbing materials each having a helical structure base and a conductive layer that coats a surface of the base and a resin.
