Disclosed in the present invention are an apparatus and a method for recycling a polarizing plate manufacturing solution, which can simply and effectively remove low molecular weight polyvinyl alcohol from the polarizing plate manufacturing solution. The apparatus for recycling a polarizing plate manufacturing solution, according to the present invention, as an apparatus for recycling a manufacturing solution comprising boric acid in order to manufacture a polarizing plate from a poly vinyl alcohol-based film, comprises: a cooling unit for introducing a portion of the manufacturing solution from a processing bath in which the manufacturing solution is accommodated, and cooling the introduced manufacturing solution; a filtering unit for filtering particles of a predetermined size or more from the manufacturing solution cooled in the cooling unit; and a heating unit for heating the manufacturing solution passing through the filtering unit, and discharging the same into the processing bath.
