PROBLEM TO BE SOLVED: To provide a lens or the like that provides light distribution characteristics controlled in intensity of light emitted from an LED according to a light emission angle from the LED.SOLUTION: A light-emitting device 30 comprises: an LED mounting substrate 31; an LED 32 fixed on the LED mounting substrate 31; and a lens 33 through which light emitted from the LED 32 is transmitted. A surface 333 of the lens 33 consists of: a curved portion 334 recessed toward the LED 32 in a central section of the surface 333; and a sloped portion 335 sloped toward the LED 32 in a peripheral section surrounding the curved portion 334. The curved portion 334 consists of: a curved surface 334a; a recessed surface 334b that is further recessed toward the LED 32; and a curved surface 334c continuing to the sloped portion 335. In other words, the curved portion 334 of the surface 333 is provided with a recess (recessed surface 334b) on the curved surface thereof.
