<p><P>PROBLEM TO BE SOLVED: To obtain excellent responsiveness even in calculating an operation amount for controlling an air conditioning space into a target air conditioning environment by a distributed system flow analysis method. <P>SOLUTION: By executing distributed system flow analysis to an air conditioning environment in an air conditioning space 50 in a regular operation amount calculation part 15B, a regular operation amount for controlling the air conditioning space 50 into the target air conditioning environment is calculated for each air conditioning device. In a temporary operation amount calculation part 15C, a temporary operation amount for bringing the air conditioning space 50 closer to the target air conditioning environment is calculated for each air conditioning device with a processing time shorter than a time required for calculating the regular operation amount in parallel to the calculation processing of the regular operation amount.
