The invention relates to a voltage disturbance generating device for generating a voltage, in which the amplitude, frequency and phase can be modified. The invention is based on the use of two wound-rotor induction machines, namely one in which the frequency of the output voltage is modified by controlling the rotation speed and another used as an induction regulator. In addition, the invention comprises a connection device and a control system. The invention is a tool for testing electrical devices in order to evaluate performance in the event of disturbances in weak networks and is particularly suitable for testing wind turbines.
