PROBLEM TO BE SOLVED: To provide a color filter formation substrate for a white light emitting organic EL display device that can prevent or suppress color shift and color mixture of an image to be displayed resulting from the entry of light from an organic EL element to each of adjacent pixels, and eliminate unevenness in display resulting from bubbles generated when an organic EL element formation substrate and the color filter formation substrate are bonded with an adhesive.SOLUTION: There is provided a color filter formation substrate 20 for a white light emitting organic EL display device arranging light shielding layers 12 in a light shielding area for pixel segmentation to segment a pixel area 17, where the position of the surface of the light shielding layer 12 most distant from a substrate 11 is determined at a position distant farther from the substrate 11 than the surface of a colored layer not on the substrate 11 side, and a transparent smoothing layer 16 is disposed to cover the colored layers and light shielding layers 12.
