A wattmeter monitors power consumed in an entire apartment building. An authentication unit determines whether or not the identification information for an electric vehicle matches any one of one or more preliminarily registered identification information for one or more electric vehicles when the electric vehicle is connected to the power convertor. On the basis of power monitored by the wattmeter, an instruction unit instructs the power convertor to supply the distribution network with power from the storage battery mounted in the electric vehicle the identification information of which matches the registered information.
