PROBLEM TO BE SOLVED: To provide a device and a method for peeling a base film without requiring the time for recovering the peeled base film. SOLUTION: In a film peeling device, a resist film is peeled a cover film from a continuous integrated film having the three-layer structure of the base film, the resist film and a cover film, a board is attached on the resist film a substance with a constant space by using a laminating roll, and the base film is peeled. While the board is sucked from over thereof, it is carried at the same speed with the carrying speed in a laminating roll process, and the base film is continuously peeled downward by a peeling shaft provided between a lower surface of the board and the base film.
