PROBLEM TO BE SOLVED: To transmit a large amount of video data without missing any data. SOLUTION: Data inputted to an exchange 5 are divided into data such as moving images and data such as characters, and the transmitting speed of the data such as the moving images is limited to a speed proper for processing the data at a terminal by a buffer memory 5b. The data such as the moving images and the data such as the characters whose speeds are limited are merged and outputted from the exchange 5 while the data such as the moving images are given priority. Thus, even when the data such as the moving images are transmitted while the data are jammed due to jitter, the data such as the moving images are divided and outputted by limiting the transmitting speed to the speed proper for processing the data at the terminal so that the overflow of the data can be prevented from being generated from the exchange 5 to the terminal. Therefore, it is possible to prevent any data from being missed or any image from being made unnatural at the time of viewing the moving images at the terminal.
