The present invention relates to an exposed concrete panel having beautiful appearance on the surface of the exposed concrete panel and having enough strength as building exterior materials even if manufactured in a thin panel, and to a method for manufacturing the same. The exposed concrete panel has excellent physical properties like compression strength and bending strength to be available of being manufactured in a thin panel, has excellent gloss on the surface by having a transparent coating agent coated on the surface of the panel to express smooth and beautiful appearance without extra finishing work. A polymer for concrete, combined with the transparent coating agent and silicate minerals having fibrous filamentum are added to a concrete mixture to rigidly combine a coated film of the transparent coating agent coated on the surface of the exposed concrete panel with the surface of the panel and not be easily peeled off to maintain coated state even being used for a long time.
