PROBLEM TO BE SOLVED: To provide a skin-cleansing agent excellent in cleansing effect to a make-up cosmetic, sense of use such as easy to washout, and having good preservation stability. SOLUTION: The skin-cleansing agent comprises (A) 65-95 mass% of an oily ingredient, (B) a nonionic surfactant with≥0.4 and <0.7 of IOB value, (C) a nonionic surfactant with≥0.7 and <0.9 of IOB value, (D) a nonionic surfactant with≥0.9 and <1.2 of IOB value and (E) 0-5 mass% of water, wherein the sum of the amount of formulation of (B)-(D) is 5-30 mass% in the total composition, and the amount of the component (C) is more than 50 mass% of the sum of the formulation of the component (B)-(D).
