PROBLEM TO BE SOLVED: To provide a scheduling method and a scheduling device for a cell. ! SOLUTION: The scheduling method includes the steps of: fixing on/mute states on a plurality of frequency resources of the cell; exchanging the on/mute states on the frequency resources of each of the cell and an adjacent cell; and scheduling based on channel state information fed back from a user in the cell and the on/mute states of the adjacent cell on the plurality of frequency resources. By means of the above method and a device, scheduling can be performed within a substantially short time interval. Further, the channel state information fed back from the user is taken into consideration at the execution of the scheduling, and a scheduling result can cope with a change of a radio environment.
