PROBLEM TO BE SOLVED: To effectively utilize cold heat of cold drainage while avoiding a hygienic problem.SOLUTION: A cold water production device includes a cold heat-collecting heat exchanger and a make-up water-cooling heat exchanger. The cold heat-collecting heat exchanger is provided such that the cold heat-collecting heat exchanger collects cold heat from cold drainage by heat exchange between the cold drainage (used cold water discharged from a supply destination) and a heat medium (different from make-up water: for example, a refrigerant that is a gas at normal temperature and normal pressure). The make-up water-cooling heat exchanger is interposed in a make-up water flow passage. The make-up water flow passage is a passage of the make-up water provided between a make-up water supply source and the supply destination. The make-up water-cooling heat exchanger is provided such that the make-up water-cooling heat exchanger cools the make-up water by the cold heat collected in the cold heat-collecting heat exchanger.
