According to the present invention, a battery warm-up system includes: a temperature measurement unit which measures the temperature of a battery pack connected to a starter of a vehicle; a battery state measurement unit which measures a charging state of each of a plurality of battery modules constituting the battery pack; a control unit which outputs a forced discharge start signal with reference to the temperature measured by the temperature measurement unit, and outputs a balancing start signal with reference to a charging state of each of the battery modules; a forced discharge circuit unit which forces some of the battery modules to be discharged according to the forced discharge start signal; and a balancing unit which balances a charged amount of each of the battery modules according to the balancing start signal.
