PROBLEM TO BE SOLVED: To provide a power control device, a power control method and a power control system capable of adaptively performing charging/discharging control under the consideration of the error of SOC(State Of Charge) before and after the state transition of a power storage device.SOLUTION: A power control device 11 for performing the charging/discharging control of a power storage device includes: a storage part 25 for storing an SOC adjustment value based on the fluctuation of SOC before and after the state transition of the power storage device 15; and a control part 112 for determining a fluctuation portion absorption region on the basis of the SOC adjustment value, and for, when the SOC of the power storage device 15 is in the range of the fluctuation portion absorption region, limiting at least either the charging or discharging of the power storage device 15. |
