The state transition pre-processing method comprises: a base station broadcasting pre-transition information (301); a terminal UE receiving the pre-transition information and measuring a receipt signal from an adjacent region to obtain a measurement result (302); the UE judging whether a pre-set report condition is met according to the measurement result (303); when it is judged that the pre-set report condition is met, the UE reporting the measurement result to the base station (304).
