Provided are a heat exchanger and a refrigeration device, whereby it is possible to ensure good water drainage on cover members, while maintaining a good state of fastening between the cover members and a header collection pipe body. A heat exchanger (20) is provided with a header collection pip (22, 23) to which are connected flat multi-hole pipes (21b) having a plurality of heat transfer fins (21a) joined thereto. The header collection pipe (22,23) includes a header collection pipe body (50), and a baffle (60) as a partitioning plate. The header collection pipe body (50) is provided so that the longitudinal direction thereof is vertically oriented. The baffle (60) serving as a cover member is furnished inside from the upper end of the header collection pipe body (50), and closes off the upper side of the header collection pipe body (50). The header collection pipe body (50) has a pipe end section (53) that extends upward past the baffle (60) serving as a cover member. A drainage slot (52) is formed in a part of the pipe end section (53).
