The present invention relates to an apparatus and a method for measuring a position of a lamp which can perform visible light radio communications within a building and providing information on the position of the lamp. To this end, the apparatus for measuring the position of the lamp comprises an input part receiving information on a position of a building and a floor where a user is positioned; a position coordinate calculation part measuring distances by directions between the position of the user and walls within the building and calculating a position coordinate based on the distances by directions; a position determining part applying the position coordinate at a floor plan to determining an initial position of the user; and a position combining part receiving a lamp identifier according to the movement of the user and storing the information on the position of the lamp corresponding to the lamp identifier.
