PROBLEM TO BE SOLVED: To accurately predict the life of a capacitor in a relatively early stage. SOLUTION: A reference resistor R22 is serially electrically connected to a smoothing capacitor C11 (capacitor). A voltage generating part 222 (voltage generating circuit measuring device) generates a biased A.C. voltage to be impressed on a serial circuit of the smoothing capacitor C11 and the reference resistor R22. A voltage measuring part 223 measures a voltage across the smoothing capacitor C11. A resistance computation part 224 (measuring device) computes an equivalent series resistance R of the smoothing capacitor C11 on the basis of the voltage across the smoothing capacitor C11 measured by the voltage measuring part 223. A life computation part 242 (life computation device) determines the life of the smoothing capacitor C11 on the basis of the equivalent series resistance R computed by the resistance computation part 224.
