Elastomer material of front and rear article panels is attached to outer clamp plate. Front and rear panel material comprises laminar elastomer film. Outer clamp plate section is removed to make some spaced apart holes. Front panel elastomer material defines its width. The latter extends through at least 50% of the shortest distance extending from front waist edge to every hole. Rear panel elastomer material defines its width.
