PROBLEM TO BE SOLVED: To reduce a processing load of a user device for recognizing a base station.SOLUTION: A radio communication system CS comprises: a first base station eNB which is identified by a first cell identifier PCI; a second base station PhNB which is identified by a second cell identifier PCI; and a user device UE which can execute radio communication with the respective base stations (eNB and PhNB). The user device UE detects first transmission timing on the basis of a first synchronization signal SS from the first base station eNB, and establishes a synchronization state with the first base station eNB. The first base station eNB notifies the user device UE of synchronization state information about a synchronization state with the second base station PhNB and frequency information about an identification signal frequency to be used by the second base station PhNB for transmitting an identification signal. For the identification signal frequency indicated by the frequency information, the user device UE executes specific processing of the second cell identifier PCI indicated by the identification signal on the basis of the synchronization state information.
