A surface-enhanced Raman scattering substrate, comprising: a carbon nanotube film structure comprising a plurality of carbon nanotubes joined by van der Waals attractive force therebetween and substantially aligned in a single direction; and a metallic layer comprising a plurality of metallic particles disposed on outer surfaces of the carbon nanotubes, wherein the carbon nanotube film structure further comprises transition layers disposed between the carbon nanotubes and the metallic particles, and the transition layers are made of silicon dioxide.
