The device has a regulation transmitter (1) that is connected to a control center (2) for dynamically modifying the regulations to be applied. A movement detector (3) is arranged for conforming to the real-time the regulations emitted by the regulation transmitter so as to evaluate a set of objects i.e. vehicle, in motion. A set of evaluations is obtained by the identifications of the objects controlled with regard to a processing center (4). A case (5) is arranged for lodging the regulation transmitter and the movement detector.
