Provided are a transparent conductor (10) and a manufacturing method thereof. The transparent conductor (10) comprises a transparent substrate (1), a conductive mesh (2) and an insulating protection layer (3) which are stacked in sequence. The conductive mesh (2) overlays the transparent substrate (1). The surface (32) of the insulating protection layer (3) at one side far away from the transparent substrate (1) is planar. The transparent conductor (10) avoids the use of indium tin oxide; thus the cost of the transparent conductor (10) is low.
