PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and an image processing program capable of reducing noise while suppressing an influence on an image.SOLUTION: An image processing apparatus 1 comprises: a first condition determining unit 122 which determines a first noise condition based on a positive or negative code of a luminance difference between adjacent pixels included in an inputted image; a second condition determining unit 123 which determines a second noise condition based on the luminance difference between adjacent pixels and the quantization error statistic value of the inputted image; and a noise subtraction unit 125 for performing noise reduction of the inputted image in accordance with the determination results of the first and second noise conditions. This allows for noise reduction without using a filter etc.
